Assign a user's limit tier (audited; admin)

Assigns a user to a limit tier and answers with the tier it replaced.

POST/v1/users/{userId}/tier

Assigns a user to a limit tier and answers with the tier it replaced. Requires limits:manage and a machine or staff principal; a user token is refused admin_only (403). An unknown tier gives invalid_request (400) and an unknown user user_not_found (404). Audited.
