Upsert one tier's caps (audited; admin)

Creates or replaces one tier's caps. Requires limits:manage and a machine or staff principal — a user token is refused admin_only (403).

PUT/v1/tier_limits

Creates or replaces one tier's caps. Requires limits:manage and a machine or staff principal — a user token is refused admin_only (403). A cap outside its bounds gives invalid_request (400). The change is audited, and it applies to the next transaction, never retroactively.
