Registers the transaction types, account purposes and commodities this ledger will accept.
/v1/ledgers/{ledgerId}/vocabularyRegisters the transaction types, account purposes and commodities this ledger will accept. Nothing WalletD-shaped is baked in: a consumer declares its own vocabulary, and the database enforces it with foreign keys, so an unregistered transaction type is refused as invalid at posting time rather than silently accepted. Idempotent and grow-only: re-sending a registration that already holds is a no-op, and a purpose marked sharded gains the shard set system accounts need. Nothing here is removed, because removal would orphan history.
