Pages the ledger's transactions newest-first with their legs already resolved, optionally filtered by transaction type.

GET/v1/ledgers/{ledgerId}/transactions

Pages the ledger's transactions newest-first with their legs already resolved, optionally filtered by transaction type. The cursor is the last transaction id seen. limit is clamped to the contract maximum, so a caller asking for more gets the maximum rather than an error or an unbounded scan.
