Create a ledger owned by the caller
Creates a ledger owned by the calling consumer.
/v1/ledgersCreates a ledger owned by the calling consumer. A ledger carries its own vocabulary, its own period ladder, and its own monotonic event sequence; nothing is shared with another consumer's ledgers. Register vocabulary before posting: transaction types, account purposes and commodities are foreign keys, not free text. Names are unique service-wide, so reusing one refuses with conflict (409) instead of minting a second ledger.
