Freeze an account (no postings, no new reservations)
Freezes an account: no new postings touch it and no new funds may be reserved against it.
/v1/ledgers/{ledgerId}/accounts/{accountId}/freezeFreezes an account: no new postings touch it and no new funds may be reserved against it. Pendings already outstanding are untouched, so a capture in flight can still complete. Reversible with unfreeze. An account that is already closed refuses with account_closed; a posting that names a frozen account refuses with account_frozen (422).
